If someone receives a letter "Order of Reinstatement" saying "Your privilege to operate a motor vehicle is REINSTATED effective blah 2011. You must maintain proof of financial responsibility until blah 2014 or your driving privilege will be suspended. Before a licence can be issued or returned, a reissue fee of $125 is due. Please include your driver license number or file number with your payment."

Does this give them the "privilege to operate a motor vehicle"? Or do they have to pay the "$125 reissue fee" before they begin driving again?

This is a question you must ask the Department of Motor Vehicles (DMV). The police department doesn’t handle re-issuing fees regarding licensing. I would email DMV (http://dmv.ca.gov/portal/home/dmv.htm), call them or go in person. Once you have paid your fee, make sure you have the re-issue notification in writing. If an officer pulls you over and it is indicated in the DMV system that you have a suspended license, it is an automatic 30-day tow. With the proper documentation, you will be able to avoid a major headache. Good luck.
