I have a question relating the the law that requires drivers to have a valid insurance, where would I direct that to? The specific question is, does the vehicle have to be insured or the actual driver? Right now I’m driving my grandparents car as I do not have my own, but I think they have me as a third person on their insurance, is that necessary or are they charging me for something I don’t need?

You would have to check with your Grandma’s insurance company. Each circumstance can be so different. Most companies insure other drivers if it is lent by the insurance carrier. It all depends on what type of coverage she has. If you’re wondering if you’re being charged too much you may also want to check with the state Insurance Commissioner at http://www.insurance.ca.gov/.
