Hello Officer Michelle,

I would like to ask you would if it is possible to join SaPD as I currently live in Portsmouth England?
I am coming to the end of a 22 year career in the Royal Navy and My daughter and I wish to relocate to Sacremento.

Dear Mark,

First things first, becoming a police officer in the United States requires that you be a U.S. citizen. If you are not presently a citizen then you’ll need to complete that task first. However, if citizenship is not an issue, please visit our website at www.sacpd.org/inside/academy for details and answers to frequently asked questions about the POST Basic Non-Affiliate Academy and getting started on the road to becoming a police officer.

We presently are in a hiring freeze and have no jobs to offer after the academy. However, some agencies are starting to hire again. Check out the CA POST website at www.post.ca.gov/law-enforcement-jobs.aspx to see who is hiring.

For those questions not answered by the above listed web sites, feel free to contact me during normal business hours. Leave a message if I don’t answer and I’ll return your call(s) at my earliest opportunity.

Posted by M.Pennix

I am a CJ student in Georgia and will graduate with my Associates of Arts in Criminal Justice in June of 2013. How can I make it possible to start a career in Sacremento after graduating?

Dear M.Pennix,

Please visit our website at www.sacpd.org and look under the “inside Sac PD”/academy for details and answers to frequently asked questions about the academy and getting started on the road to becoming a police officer. The deadline for applications is May 30 and the next academy starts July 2.

Visit the South Bay Academy web site at www.theacademy.ca.gov for information and links related to the POST assessment test that needs to be passed prior to being accepted into an academy.

We presently are in a hiring freeze and have no jobs to offer after the academy. However, some agencies are starting to hire again. Check out the CA POST website at www.post.ca.gov to see who is hiring.

Internships: Please visit our newly updated website at www.sacpd.org/getinvolved/student for details about student internships under the “get involved” with Sac PD section. A drop down list with selections for non-paid “student and youth” intern and “volunteer” will appear. Check out the requirements listed for each position and decide what works for you. At the moment it will likely take about two months after you submit your application to get an interview so your patience is appreciated.

Lastly, it doesn’t matter where you get your education as long as the institute that you obtain the credits from is accredited. There is no one formula to becoming a police officer. You have to decide which way works best for you.

New "open carry" laws.

Posted by RTribble

Hi Officer Michelle,

I am curious about laws regarding carrying a firearm. I know that i can carry my handgun on my own proprity like my home Place of buisness ETC. Im Currious about California ban on open carry in public I live in a mobile home park I know if i choose to I can carry my wepon on my belt in my home my backyard ETC. But what about the rest of the mobiel home park it is private proprity but not a “public place” only park residents and there guests are allowed inside. So my qustion is if i was fore exampale walikng to my community mail box and had my handgun in a holster on my hip would that be illegal? If not can the proprity manager tell me I cant carry it if i rent from him?

Dear RTribble,

On January 1, 2012, Assembly Bill 144 trumped the ability to carry an unloaded firearm in a public place. It is now a misdemeanor if caught carrying an unloaded firearm on your belt for the first offense.

You may still carry a firearm on your own property or in your own place of business for the purpose of protection. This doesn’t apply to other areas on private property. Once you leave the curtilage of your own property, the old law no longer applies.

Even with all of the rights to bear arms for protection purposes, there are still exemptions with some citizens possessing a firearm. Some of the exemptions include people who have been convicted of certain misdemeanors, certain firearms offenses, persons who are addicted to narcotics, those who have been arrested for domestic violence, and those who have been committed to a mental institution. You can look up all of the California gun laws by going to www.oag.ca.gov/firearms. There is a lot of information that may clear up any confusion or any questions you may have on the topic.

Take care,

Officer Michelle

When adult son refuses to move out of apartment.

Posted by LZBTHMUNOZ

My friend is having a hard time getting her 23 year old son out of her apartment. He does not pay rent and he does not pay any utilities, he refuses to leave. The only thing his GIRLFRIEND did last month was buy some food for the house and that was on her food stamps. We served them with a 3 days notice yesterday. Please help she’s so stressed. and it’s constant arguments and yelling and it’s starting to disturb the neighbors.

Dear LZBTHMUNOZ,

These types of situations are very difficult because not only are you dealing with someone who has worn out their welcome, but it involves a family member.

I checked with the Human Rights/Fair Housing Commission at the landlord/tenant line (916) 444-0178, and she needs to give her son a 60-day written notice for him to leave if he has been living with your friend for more than one year. Information and forms can be found at their website: http://www.hrfh.org/page/page/4459221.htm

According to HR/FH, if, after being served, 60 days is up and he refuses to leave, she can start the unlawful detainer process. Advisory clinics for this are held at the Carol Miller Justice Center at 301 Bicentennial Circle. See this website for more information: http://www.saccourt.ca.gov/ud/resources.aspx

Let’s look at other options. If the son or his girlfriend is on probation/parole, she can call their probation officer and discuss the situation. There may be a probation violation involved.

If your friend is over the age of 65, she is considered an “elder” and there are special laws regarding elder abuse which are felonies. You could call Adult Protective Services with Sacramento County at (916) 874-9294. They are a good resource. Additionally, Women Escaping a Violent Environment (W.E.A.V.E) is also a great resource for your friend. They can even help her file for a restraining order. Call them at (916) 920-2952. They are so helpful, and they understand what she is going through. They should be one of the first calls.

Finally, if the son is getting hostile with his mother, and she is afraid for her safety, she can file for a restraining order. The son then could not cohabitate with his mother.

I hope this situation works out for the sake of your friend.

Officer Michelle

Posted by sunswarmth

Officer Michelle,

I am a student and I am writing a paper on Department policy for arrest procedures of DUI and Domestic Violence. However, I have never seen a department policy before. Can you give me an idea where I could find a policy so that I have an idea of how to write a policy?

Dear sunswarmth,

The Sacramento Police Department bases arrest procedures relating to DUIs and Domestic Violence upon California Law and decisions from the Sacramento County District Attorney’s office. My advice would be for you to look up the California Penal Code for Domestic Violence, which is 273.5, and the California Vehicle Code Section 23152 (A)(B) for DUI. When you read the sections, you will see what the elements are, and therefore will understand how the procedures are formed based upon the state mandate. Good luck with your paper.

Dear building86,

The use of illegal substances prior to employment with our Department is examined on a case-by-case basis. Prior use of illegal substances is not an automatic disqualifier. Automatic disqualifiers include felony convictions of any type, dishonesty and convictions which would prohibit your right to possess a firearm. Those standards apply for both the non-affiliate academy and for employment with our Department.

The Sacramento Police Department provides law enforcement services 24/7/365. Those who prefer late night shifts are easily accommodated.

We are not hiring, but this website show various agencies that are: http://post.ca.gov/law-enforcement-jobs.aspx

I am interested in a career in law enforcement but recently lost my house due to the financial downturn and will have to file Bankruptcy due to financial liabilities from the foreclosure. I was wondering your thoughts on my ability to enter a career in law enforcement with this blemish in my credit history?

Thank you for time and willingness to provide a forum for these types of questions.

Dear Dan,

Your story is like many others I have heard in recent times. All the impact of a struggling economy. Some of my fellow offers have even fallen victim to foreclosure.

Don’t give up or be discouraged. Your financial history is just one aspect of what we take into consideration when completing a pre-employment background investigation. We deal with people and their situations on a case-by-case basis. Only the most serious things are automatic disqualifiers such as felony convictions and dishonesty. Other that, we look at the whole person to determine if they are suitable for a career as a police officer with us.

Dear Sgt. Wallace,

First of all, thank you for your service. Now I’m going to ask you to give more of yourself…about 30 years more of yourself as a police officer!

Your next step is to visit our website at www.sacpd.org. Once there tab down to “inside sac pd”. In the drop down list select “academy”. You will be taken to our Non-Affiliate Police Academy link.

What you can do now is get some excellent training in preparation for a career in law enforcement. We offer a 6-month full time police academy, which upon graduation, makes you eligible for hiring by any agency in the state of California. What’s more, you can pay for tuition via the G.I. Bill. The closing date for applications for the next academy is May 30. The next academy starts July 2. Are you up to the challenge? Then apply now. Visit the website. Get familiar with all the links on it and get started. The website will also keep you updated on when we will be hiring again, which I hope is sometime in the near future.
